The child policy was implemented when the population increased :

104 men per 100 women :

About a fifth of the country’s population is 60 years or older. The total population of this category is 310 million i.e. 22 percent of the total population. This population is expected to reach 30 percent by 2035.
Incentive schemes also could not make any impact :
The Chinese government is also worried about the declining population. This is the reason why in May 2021, the Chinese government announced the implementation of a three-child policy to increase the population. The Chinese government also implemented incentive schemes for second and third births in many of its provinces to increase the birth rate so that people would have more children. However, these incentive schemes have not made much difference. At the same time, more than 10 million people have moved to cities in China. This brought the urbanization rate to 67%, almost one percentage point higher than the previous year.
